Lee Chisman-Russell

Specialist competition lawyer advising businesses and law firms on the application of competition law, subsidy control, merger control, and foreign investment (NSIA). Lee focuses on identifying competition risks and delivering clear, commercially workable advice.

Lee is a solicitor practising across competition law and closely related regulatory regimes, including subsidy control, merger control, and the National Security and Investment Act (NSIA).  Lee work spans both contentious and advisory matters. On the advisory side, he regularly supports clients on the competition law aspects of commercial arrangements, reseller and franchise agreements, joint ventures and wider strategic collaborations. Lee also advises on merger control, foreign investment, and subsidy control compliance. He has experience acting in challenges brought under section 70 of the Subsidy Control Act. Alongside this advisory work, Lee has extensive experience in competition litigation and regulatory investigations, including proceedings before the Competition Appeal Tribunal, High Court, and Court of Appeal and investigations by the Competition and Markets Authority and European Commission.

Background

Lee trained and qualified at a specialist competition law firm before establishing my own practice in 2021, through which he supported law firms and businesses with all aspects of competition law. In additional to businesses, Lee is regularly instructed by large UK and US law firms to provide competition law support on transactions, commercial agreements, and regulatory matters, often working alongside corporate, commercial, and regulatory teams.

A significant part of Lee practice focuses on the application of competition law to commercial arrangements. He has advised a number of household brands (such as Jacuzzi, Bentley, Yankee Candle, and Huel) on the structuring of their distribution and reseller networks, including the design of selective distribution systems, and the assessment of online sales restrictions. Lee has also advised on joint ventures and strategic collaborations, including the competition law aspects of cooperation between competitors, and information exchange issues for trade associations.

Lee is frequently involved in transactional work, including advising on the competition and foreign investment aspects of deals, as well as supporting clients through merger control processes and related regulatory engagement. In regulated and public sector-facing contexts, he advises on subsidy control, including assessing compliance risk and potential challenge exposure.

Lee experience spans a range of sectors including energy, retail, transport, and other regulated industries. Across all of this work, my focus is on delivering advice that is not only legally robust, but also commercially workable and aligned with my clients’ broader strategic objectives.

Interests

Outside of practice, Lee is undertaking a PhD in competition law at the University of Edinburgh, focusing on the role of costs and economic evidence in private enforcement.

When Lee is not at his desk, he is a keen outdoor enthusiast and enjoy a range of outdoor pursuits. Lee is also a terrible golfer, but God loves a tryer…
